LOCAL INCENTIVES

Traffic Impact Fee Reduction

Eligible developments can apply for a share of $1 million to reduce or eliminate traffic impact fees, subject to City Council approval. Manufacturing and warehousing projects receive priority consideration. Fees are assessed at the permit stage.

Business & Occupation (B&O) Tax CREDITS FOR NEW EMPLOYEES

Earn up to $4,000 per qualifying new employee residing within the Spokane Community Empowerment Zone (CEZ), with positions paying over $40,000 annually. Credits are prorated if fewer employees live within the CEZ.

General Facilities Charge (GFC) Waiver

Exemptions from General Facilities Charges, potentially saving up to $150,000 depending on water tap size. Detailed GFC charts for water and wastewater are available upon request.

Sales & Use Tax Deferral Program

Qualified manufacturers can defer sales and / or use tax on machinery, equipment, and construction costs within Community Empowerment Zones. Requires at least one full-time employee per $750,000 investment, with deferral benefits extending up to 7 years.

POWER AND GAS UTILITY RATE ADJUSTMENTS THROUGH AVISTA

Access reliable, low-cost energy with Avista or Inland Power (electricity) and Avista (natural gas). Competitive rates start at $0.06/kWh, with over 90% renewable energy. Rates are negotiable based on project scope.

WATER & SEWER UTILITIES

Benefit from in-city utility rates within the Public Development Area. Connection details, including tap and meter fees, are tailored to project needs during pre-development discussions.

Sales & Use Tax Exemption for Manufacturing Equipment

Qualifying manufacturing machinery is exempt from Washington’s 6.5% sales tax. Companies need only submit a Sales and Use Tax Exemption Certificate to the vendor—no formal application required.
